The Notice of Competition for AD Permanent Official type of positions is pretty clear on the selection process, until the establishment of the reserve list. However, I am unclear on the next steps if/when placed on the reserve list.
Could you please clarify? Is it as simple as "wait for a job offer", or being placed on such a reserve list just triggers another process with perhaps interview(s), etc.?

No, you have to apply to every job posting that comes up in the list in your EPSO account, even if it is not direclty related to the competition that you succeded.
This increases the chances that you get hired.
It is possible that the job you are after does not come up soon, it might take a few years, depending on the DG.
So it is best to keep applying to any job that looks attractive and your CV and experience is related e.g. if you are a lawyer, you can apply to any jaywer job, in any DG.
