Hello there. I know that the results of the medical examinations can be used for recruitment for all european institutions, provided you give your written consent in one of the documents that they give you when passing through the medical exams procedure. By saying this, I mean that there is not an issue of spending resources, if you use it for another Institutions. On the other hand the planning of the unit which wants to recruit you, will be upset a little bit, but I don't think this is a reason not to take the position that suits you best. They can proceed and take the second candidate, it will only cause them a delay of roughly 1 month let's say, which in most cases is managable. Protecting your interests by choosing the best job for you, where you will feel comfortable and motivated, is the best thing to do. In my opinion, a delay or other criteria like what you describe should not be prioritised so high.
