I would like to ask the community regarding networking and sending emails to Head of Units. I don't really know how to approach this and if it is a good strategy to trigger a potential job opportunity. I don't even know what to write in the email as the fact of doing it seems to be very dreadful.

Before sending a spontaneous application, I recommend that you first familiarise yourself with the various EU / EPSO selection procedures on our website and www.epso.europa.eu/en
Besides applying for a Contract Staff selection, Temporary Staff selection or a competition (the latter for permanent staff posts), you can indeed send a spontaneous application via: the European Commission EU CV online www.ec.europa.eu or via the new platform of the Council: www.consilium.europa.eu For the other EU bodies you can mail your cv to head of units who you can identify via https://op.europa.eu (who-is-who). I advise you to send your CV only to departments whose policies align with your qualifications and professional experience.
