Starting from the Salary Calculator, I have a few questions about the allowances for EU Officials.
I worked for a German Company and moved to Germany back in 2014, for 7 months. My family joined me for a couple of months, we moved our residence to Germany, but we own(ed) a property in our Country. Then we came back and I paid taxes on both countries.
The EU Staff Regulation (Annex 7, Article 4) states that
an expatriation allowance shall be paid [...] to the official [...] who during the five years ending six months before they entered the service did not habitually reside or carry on their main occupation within the European te rritory of that State. For the purposes of this provision, circumstances arising from work done for anot her State or for an international organisation shall not be taken into account;
Is 7 months over 5 years (or 4.5 years) considered as "habitual"? It is the 12.5% of 4.5 years time. If I will enter into service on next year (2018), will I be eligible for this allowance if I will owrk for an EU Institution based in Germany? The EU SR is not really clear on this.
Family allowance: if you move to EU place of work but your family remains at your country (e.g. because wife is working), are you entitle to this allowance for the simple fact of being married?
Child allowance: same for family allowance, if my family remains at home and I commute between Germany and my place, will I be entitled of this allowance?
These make a huge difference on the final net salary.
