Contract Agent grade level not according to EU guidlines.

Hi,

I got offered CA 4 position with grade 14, whcih according to EU guidlines is for people who have between 5 and 17 years of experience. However, I have over 18 and I tought that I`ll be grade 16. When I looked at the competiton posting it is saying that grade 16 starts at 21 years of experience. Is this comon, do agencies regardles of EU guidlines set their own levels?

My understanding is that the regulation prevails over the published offer. Maybe they are recycling old post descriptions.
