This is my first time sitting one of this tests.

Does anyone know if you can pass to another question without answering and then come back?

I'm specifically thinking about the NR test.

Yes. You definitely can do it like this. The only problem is the shortage of time, which will not allow so much time to get back on those questions that you were not able to resolve at your first attempt. Good luck.
