Hello,

I am seeking information about precedents of interinstitutional mobility from EU agencies to the European Commission, particularly involving staff employed as Temporary Agents (AD) under Article 2(f).

If anyone is aware of cases where staff successfully transitioned from an EU agency to a permanent official post within the European Commission, I would greatly appreciate your insights. Specifically:

Were these transitions facilitated under the interest of the service?
Did the individuals retain their grade and accrued entitlements?
Were there any notable conditions, challenges, or steps required for the transition?

Any examples, guidance, or relevant resources would be very helpful. Thank you in advance for your assistance!

Thank you for contacting EU

Further to your questions:
If you are transferred from an agency or institution in the capacity of a temporary agent to, in this case, the European Commission (new status permanent staff), you will be recruited at the grade of the competition you successfully passed. Example: current status temporary staff ad9, successful completion of an ad7 competition, you will be recruited at ad7.

The staff regulations equally foresee in a transfer in the interest of the service, and a transfer in your personal interest. In such case your current status and grade won’t change.

With regards to the entitlements, this will then be decided by the recruiting institution, as this is based on several variables related to your specific situation. The European Commission only processes concrete cases and will therefore not invest in the analysis of a hypothetical question.

I trust the above has brought some clarity to an indeed very complex procedure.
