Changing positions between EU institutions?

Hi, I have started working for EU institution 1 year ago and I am trying to inform myself on how to change EU institution or agency. Aparently it should be very easy and you can go from Contract Agent to Temporary Agent. But what I don`t understand is if there needs to be some job posting somewhere, is there some kind of internal web site for EU employees or something. Or do I have to go through the process from begining.

As far as I understand, as an internal staff you can see vacancy notices and apply for them, but you must respect the 3-years rule: once you are hired, you must stay 3 years in your first post.

Before this term, you can only be transferred in the interest of the service, which means with agreement of both istitutions/directorates, the one where you want to pass and the one you are presently working in.

I am not sure how this apply to contract staff, or even more to temporay staff.

Hi, when you say I can see vacancy notices, you mean standard vacancy notice that is posted on EPSO page that everyone can see or is there some other portal for internal competitions?

A friend (newly hired) changed position after 18 months, so this might be a common practive but there is always exceptions.

As far as I understand, internal staff can see the same vacancies on an internal system they can also apply to, while if I want to apply I have to do it via email.
