Our course on the European Union is structured into several modules, each exploring in detail different aspects of the EU institutional framework and policy-making. 

From its historical foundations of European integration to the complex legislative processes and the roles of various EU institutions, each module offers a deep understanding of the EU's political, legal, and administrative dimensions.

  • Historical context: We begin with an overview of the EU's history, the milestone treaties, discussing its evolution and the key moments that have shaped its current structure.
  • Legislative framework: A series of modules fan out the legislative procedures within the EU, including the Ordinary Legislative Procedure, special legislative procedures, and comitology, offering insights into the law-making mechanisms of the Union.
  • Budgetary procedure: Delve into the financial workings of the EU, exploring how budgetary decisions are made and implemented.
  • EU institutions: We offer an in-depth look at key EU institutions, essentially the European Commission, the European Parliament, the Council of the EU, the European Council, the European Court of Justice, along with other main bodies and EU agencies.

Modules

1. History of the European Union

This module traces the European Union’s development through its founding treaties, from the Treaty of Paris establishing the ECSC in 1951 to the Treaty of Lisbon in 2009. It covers the milestones of European integration and enlargement, showing how political, legal, and economic cooperation strengthened over time.

2. Legislative procedures of the EU: Ordinary legislative procedure

The Ordinary Legislative Procedure (OLP) is the default EU law-making process, giving the European Parliament and the Council of the EU equal power as co-legislators. This module explains each stage from proposal to adoption, including readings, conciliation, and possible rejection.

3. Legislative procedures of the EU: Special legislative procedures

Special legislative procedures apply in policy areas where the Treaties exclude OLP. This module outlines the two main forms: the Consent Procedure, requiring Parliament’s approval without amendments, and the Consultation Procedure, where Parliament provides a non-binding opinion.

4. Legislative procedures of the EU: Comitology

Comitology refers to procedures that allow the European Commission to adopt non-legislative acts with Member States’ oversight. This module explains delegated and implementing acts, showing how technical rules are created to ensure uniform application of EU law.

5. Legislative procedures of the EU: the budgetary procedure & the EU budget

This module examines how the EU budget is funded, allocated, and controlled. It covers revenue sources, expenditure categories, the stages of the annual budgetary procedure, and the role of the institutions in overseeing implementation.

6. Institutions of the EU: the European Commission

The European Commission is the EU’s executive body, responsible for proposing legislation, implementing decisions, and upholding EU law. This module explores its history, structure, main roles, and internal decision-making processes.

7. Institutions of the EU: the European Parliament

The European Parliament is the directly elected institution representing EU citizens. This module explains its evolution, membership, internal structures, roles in legislation and oversight, and how citizens influence its work.

8. Institutions of the EU: Council of the EU & European Council

This module distinguishes between the Council of Ministers (Council of the EU) and the European Council. It details their structures, roles, and decision-making processes, while highlighting their central role in shaping EU legislation and strategy.

9. Institutions of the EU: Court of Justice of the EU

The Court of Justice of the European Union ensures the uniform interpretation and application of EU law across Member States. This module explains its history, composition, main functions, and key case law principles.

10. Institutions of the EU: European External Action Service

The European External Action Service (EEAS) is the EU’s diplomatic body, supporting the Union’s foreign and security policy. This module covers its composition, functions, and how it coordinates with EU institutions and Member States.

11. Institutions of the EU: Agencies, Other institutions & bodies

Beyond the main institutions, the EU relies on specialised bodies with legal and financial autonomy. This module introduces consultative, financial, controlling, and decentralised agencies that support EU governance in specific policy areas.

This module provides an overview of key elements that shape everyday EU policies and identity. It explains the Euro, the Schengen Agreement, decision-making basics, and essential terms, providing learners with a concise reference framework.

Our instructors

Dr. Helen Limon

Dr. Helen Limon is a European Studies lecturer at The Hague University, with a Master's in International Business Management and a Doctorate from Newcastle University. Her teaching focuses on EU political and socio-economic challenges, and her research explores migration and displacement. 

András Baneth

András Baneth is an expert in strategic communication and public affairs, with a focus on science communication and entrepreneurship. His experience includes roles at the European Commission and the Court of Justice, and he holds an M.A. in Law and Political Sciences, as well as a Master's from the College of Europe.

Annie Mutamba

Annie Mutamba is a public affairs consultant and lecturer, having advised entities in Brussels, Washington DC, and Africa. She has been involved in international projects with the UN and EU. Annie is Vice-President of the Brussels Africa Hub and co-founder of Africa Communications Week, enhancing Africa's global communication impact.

Viktor Luszcz

Viktor Luszcz is a seasoned expert in competition and intellectual property law, with roles spanning from the President of the Hungarian Intellectual Property Office to a legal secretary at the General Court of the EU. His experience includes managing high-profile cases in cartel, merger, and state aid law, as well as intellectual property litigation before the EU Court of Justice.
