If i am on a reserve list:
1. if i apply to a job and i am rejected, do i stay on the reserve list? Or do i need to start from scratch with the process to enter a reserve list? I foudn very contradictory info on the topic.
2. do i wait for agencies to contact me, or i also apply in parallel?

Regarding your questions:
1. If you apply for a job and you are rejected, you are not penalised. You stay on the reserve list and can continue applying for other vacancies. However, once you get a job offer and start your job, but you fail the 9 months probation period you can no longer apply for other vacancies based on your place on the reserve list. In such a case you would have to pass a new competition.
2. I would recommend you apply proactively for vacancies. It seems to be rare to be contacted by EU institution services for permanent positions. This statement is not valid for CAST positions where I have heard that applicants are approached by EU institution services. But I am not familiar with CAST.
