You can upload a single document. But nothing prevents you from including several linguistic versions of the CV in a single document, as far as I remember.
English is, by far, the language widely used even if some posts require specific languages to deal with, i.e. auditor for Romania's budget, then you need a good command of Romanian. However, some positions are offered in French. Those two languages should be enough to cover 99% of vacancies unless there are clear indications addressing other languages for special locations as agencies in DE, ES, IT.
