The European Ombudsman, similarly to the European Data Protection Supervisor, is a small entity with a few dozen EU officials in Strasbourg. Their posts are nevertheless filled in via EPSO competitions.
The European Ombudsman does, however, receive complaints from EPSO candidates limited to maladministration, which essentially means that the candidate challenges the rules rather than the individual decision.
