The European Council is the highest-level political body of the EU, bringing together heads of state or government of the EU member states to adopt strategic priority areas for the EU and outline general political guidelines. Though it is an EU institution in a legal sense, it is not a legislative institution, which means that it does not negotiate or adopt EU laws.
