What this likely means for candidates
Remote testing remains the standard delivery mode for EPSO’s computer-based exams. That means identity checks, proctoring and technical requirements will continue to be part of the exam experience. Because EPSO uses a cascade with two suppliers, candidates may encounter either platform depending on operational needs at the time. The four-year maximum duration of the framework should provide continuity for high-volume competitions, improving planning and throughput.
An unbiased read of the numbers
Think of the framework as a single spending envelope with a hard cap of €16.734m over its lifetime. Within that envelope, EPSO has signed two contracts, each with its own maximum amount per supplier.
Those supplier-level ceilings do not add extra budget on top of the overall cap; they simply set the most EPSO could place with each contractor. Orders go first to the top-ranked supplier (Open Assessment Technologies), and EPSO may turn to the second (Prometric) when capacity, performance or specific needs require it.
There is no stated minimum guarantee for either supplier, so EPSO can lawfully concentrate orders with one provider so long as the overall cap is respected.
What we can and cannot infer
We can reliably infer that remote, secure delivery across 24 EU languages is required, that the contracts were awarded under a quality-heavy evaluation (70/30), and that Open Assessment Technologies and Prometric are the two winners, with Konectanet named as Prometric’s subcontractor. We cannot infer which specific competitions will run on which platform, nor any guaranteed volumes per supplier; those are operational decisions EPSO can make within the framework rules.
How to prepare under this framework
Not much change there based on what we know now: prepare for remote exam conditions as a default: check your equipment, internet stability, and room setup, and be ready for proctoring protocols. Focus your practice on general computer-based navigation and time management so you are comfortable regardless of the vendor interface you encounter.
